What are the guiding principles of CB Radio usage?
The most important CB radio guidelines are having respect for other users and respect for the CB channel. CB channels are a shared, limited resource and you have to do your best not to talk over other users and yield to more important messages on a channel.
What are the regulations on a CB radio channel if other drivers are talking?
When a CB channel is in use, those two drivers communicating actually “own” the channel. The US FCC regulations actually restrict the amount of time they can use the channel, but this is not monitored. Listen for a break in the channel, or switch to a cleaner CB radio channel.
Try not to transmit simultaneously as someone else.
When trying to transmit, take care not to broadcast at the same time as someone else. Both of your transmissions will then be unrecognizable. Adjust your break squelch level so you can hear the other unit and wait until no one is talking to transmit.
